Both the House and Senate last month approved legislation to provide funding for the wars in Iraq and Afghanistan and hurricane relief.  The Senate version included a provision, in response to scandals in the state of Iowa that would limit the compensation of individuals employed by programs funded under the Workforce Investment Act (WIA).  The amendment was sponsored by Senators Charles Grassley (R-IA) and Tom Harkin (D-IA).

Conferees to the Emergency Supplemental Spending Bill completed a conference report on June 8 that includes a modified version of the provision included in the Senate bill.  The conference report will be voted on this week by the House and Senate, and the President is expected to sign the measure.
